New driving rules 2026
Confirmed changes in 2026 limit how often a car test can be moved, require learners to manage their own bookings and restrict moves to nearby centres. Proposed passenger or night-driving restrictions are not current UK-wide law. This page separates official changes from rumours.
From 31 March: two appointment changes
A car test booking can be changed up to 2 times, reduced from 6.
From 12 May: learners book for themselves
Only the learner can book and manage their car driving test. Unofficial services cannot search the booking service.
From 9 June: moves stay nearby
A booked test can only move to one of the 3 nearest test centres.
Not a current rule: there is no UK-wide passenger ban or night-driving ban for new drivers in force here.

- Taxed and registered with DVLA
- Covered by a valid MOT where required
- Safe to drive, with legal L plates front and rear
- Used away from motorways during family or friend practice
